They only build roads, and pave them according to specifications on which they submitted their bid.<br />
It's the specs that are inadequate when it comes to quality of construction. if you ask for only 4" of gravel below 1/2" of asphalt (for example), that's what you're going to get!</p>
<p>It's our call; if we want better, more durable roads, we have to pay for them through higher taxes.</p>
<p>As it is now, it appears to be cheaper for cities to keep fixing potholes (and repave the roads every 4-5 years) than to do it right in the first place.<br />
