Portland Oregon street signs, 3 of 3

Bizarre stop signOK, so not all Portland-area road signs make sense.

So, STOP if necessary but not necessarily STOP?

Isn't that sort of like YIELD?

Which is what 90 percent of our STOP signs should be anyway.
